Money can buy them future? Half million yen enough to buy?

It is now the season of entrance examination in Japan.
In the middle of season, this news was broadcasted in this area.
“City of Kitakyushu pay max 540K JPY for graduates with study loan.”

In another news, few weeks ago, City Mayor commented that they are improving our population migration gradually. However, if this is the one of their measures, more people than I must have doubt about the strategy of local government.
At first, I look back myself and I remember that I had ZERO idea to find job in this hometown when I graduated from school in Kanto area. 540K JPY in 3 years can be nothing, comparing wage gap between Tokyo and local city and whole money of their loan.
In addition, 160 million JPY (540K x 300people) will be prepared from tax we are paying. They should have more idea than just spending our precious tax.
For example, I have a big doubt in the attitude of an university in this city.
They have been refusing good talented students who want to study/live in such a local city in Japan.
On the other hand, their owner city is paying money to recruit young people into this city.
Former students are willing pay money to the city.
Later students are paid big amount of money by the same city. Even the students, who have no choice except working in this city, will be paid too.
Unfortunately, it seems that the school does not have an ability to select students. How about the idea that city officer, who is taking care 54K JPY, will join the interview examination of the school. As long as the city is the owner of the school, there is no problem and it is good to have different viewpoint.

P.S. As 3rd year is the critical period for young people to leave their job, the city have to pay attention what will happen in their 4th year. One more concern about this notice is prepared with “ONLY JAPANESE LANGUAGE”.

世界中に朝が、そして関門にもあさが来ました。
おはようございます。
今月、大学入試真っ盛りの中で、こんなニュースが報道されていました。
「奨学金返済支援で若者転入促進」
（NHK 02月13日 12時20分）
過日のニュースでは、市長は「（人口流出は）徐々に改善傾向にある」とコメントされました。もし、その取り組みの一つがコレだとしたら、本当に事態改善できるのか疑問に思うのは自分だけでしょうか。
都心の大学に進んだ自分を振り返ると、卒業後、故郷の企業への就職はまったく眼中になかったことを思い出します。この54万円という額も賃金の地域差で２・3年で吹っ飛ぶように思います。彼らの奨学ローンの総額と比べてもどうでしょう？
そもそも最大で1億６千万にもなる原資は我々の税金だったりするわけで、「金を出すなら、知恵を出せ」的な努力がもっと必要ではないかと感じます。
例えば、この地にある大学の姿勢にも疑問です。
この地に住みたいと「わざわざこんな日本の片隅」にまでやってくる「優秀な」若者をふるい落としておきながら、その一方で、市民の税金から一人あたり54万円を払って若者を呼び込もうとしています。
前者は学生が自分でお金を払ってでもやってきてくれて、
後者はもともと北九州へ、と決めている人にも54万円を払う。
さらに、その学校は人を見る目がないとなると、目もあてられない。
大学入試の面接官に54万円の担当市職員を加えるとかしたらどうでしょう？
元々が市が所有する公立校なので、そのくらい出来る気がしなくもないです。
