Leader’s big misunderstanding

We saw a news from yesterday’s press conference yesterday that the mayor of this town said this.

Actually, this city has never even done a stress test against natural disasters. What criteria did he say “a city resistant to natural disasters”?
As there are few active faults, there have been very few earthquakes in the past. That’s just a coincidence. There will never be an eternity in the future that earthquakes will not occur. Under such situations, the mayor boasts “strong against natural disasters.” It is sure there will be a painful tit-for-tat retribution. The pain will come to the citizens.
Anyway, we believe that we need to make this city as local city a place where everyone can feel safe and secure with the participation of all citizens. Without forgetting that we are a “super-aging local city” that is extremely vulnerable to man-made disasters, and has suffered three major fires in the past two years. We want the leader to wave the flag with his feet on the ground.
From my experience as a volunteer in Great East Japan Earthquake and the Chiba typhoon disaster, I feel that the power of the Social Welfare Council of this city is quite weak.

大きな認識違い
世界中に朝が、そして関門にもあさが来ました。 おはようございます。
昨日の会見のニュースで、ご当地 地方行政のトップがこんなこと言ってました。

実際問題、ストレステストすらしたこともないし、「自然災害に強い街」なんて何を基準に言っているんでしょうね？
活断層が少ないことから、たしかに地震の発生は過去非常に少ないですが、それこそたまたまで、未来永劫 地震が起きないということは決してないし、そんな状況で「自然災害に強い」などとおごっていると、手痛いしっぺ返しをもらうに違いありません。もらうのは市民ですが、、、
とにかく、ここ２年で３度も大火事を出している「人災に非常に弱い街＜超高齢化都市＞」ということを自覚して、市民全員参加で安心・安全を誰もが実感できる地方都市にしていく必要があるでしょう。リーダーには地に足がついた旗振りをすべきです。
東日本や千葉台風ボランティアの経験からみても、被災者救済・復興の要となる社協（社会福祉協議会）の力もずいぶん弱いように感じます。
