This is a tourism campaign of this city in which coupons are given to foreign tourists who visit Kitakyushu on an inbound basis.
Guests from overseas will have to go to the tourist information center to get a participation application form, but it’s a good deal because they can receive an electronic coupon that can be used almost like cash.
Since this is an ongoing campaign, we introduce it to our guests.
However, to be honest, the host doesn’t like this campaign.
Because…
this is so unfair in various points.
There is an injustice between those who were lucky enough to visit during the campaign period and those who came during other periods.
The campaign’s funding source is probably the “accommodation tax,” but it’s unfair to people who just pay the accommodation tax, because of non-campaign tourists and periods.
And it is unfair that Japanese tourists are not eligible.
In the first place, there are no guests at this guesthouse who came to our city because of this campaign, and there are many people who don’t know about the campaign.
Even though there isn’t much of a “promotion” effect, they feel like “I’m lucky to get the coupon, when I happen to come to Kitakyushu.”
Last year, there was a campaign with the same name at the similar time, and all eligible participants were just given 5,000 yen worth of coupons, but this time, the amount has changed by lottery and the survey has been compiled, so there has been some improvement. But I can’t shake the feeling of unfairness.
What should be done is support for all tourists, such as improving public convenience that can be enjoyed by any tourist at any time, rather than just distributing money for a limited time, limited people.
The fact that it has been digitized may seem misleading, but thoughtless and disseminated measures with low return on investment are very Japanese in a sense, but this also go against this local government’s favorite “SDGs.”
Foreign tourists often return home with the misunderstanding that “Kitakyushu City is very very rich.”
Even though it is city with the tightest finances in designated cities in Japan.

インバウンドで北九州を訪れた外国人観光客に当市がクーポンを渡すというキャンペーンです。
海外からのゲストさんは、わざわざ観光案内所に参加申込書をもらいに行く必要がありますが、ほぼ現金同様に使える電子クーポンをもらえるのでお得です。
実施されているキャンペーンなので、ゲストさんたちに紹介はしています。
けれども、正直言うと宿主はこのキャンペーンが好きではありません。
なぜなら、、、
とても不公平だから。
幸運にもキャンペーン期間に訪れることができた人と、それ以外の期間に来てしまった人との不公平。
キャンペーンの財源はおそらく「宿泊税」なのでしょうが、対象期間外の宿泊税のを払うばかりの人との不公平。
そして、日本人観光客は対象外という不公平。
そもそも、当宿ではこのキャンペーンが動機になって当市にいらしゃったという方はいないし、そもそもキャンペーンを知らない人も少なくありません。
「プロモーション」効果があまりない中で、たまたま来たらやっててラッキー、そんな感じです。
昨年も同時期に同名のキャンペーンがあって、対象者全員に5,000円分のクーポンを出していたのと比べると、今回は抽選で金額が変わること、アンケートを集計していることで多少の進化はあるようですが、やはり不公平感は拭えません。
やはりあるべきは、期間限定のばらまきではなく、いつでもどの観光客でも享受できる公共的な利便性を改善する等の旅行者支援です。
電子化されていることに、惑わされそうですが、投資対効果等の思慮の浅いばらまき施策は、ある意味とっても日本的ではありますが、役所の好きな「SDGs」にも逆行しています。
そして外国人観光客たちは「北九州市は太っ腹でお金持ち」とうれしい誤解をして帰国されています。
日本で一番財政がひっ迫している政令都市なのに、、、
