Now Japan is facing a major turmoil…

Yes, it is Reiwa rice riots.

I was watching a debate program on Sunday and I found the answer, so I’d like to write it down.

It is a solution that will stabilize rice prices without affecting Japanese producers and consumers, help preparing for potential natural disasters, minimize the impact on the national treasury, and even bring a smile to the face of the elderly head of our largest ally.

Such a dream solution is…

“Emergency import of American rice to replenish the dwindling government rice stockpile.”

The program reported that due to this release, the government’s rice stockpile had decreased from 960,000 tons in March to 295,000 tons at the end of August.

In our country, where natural disasters occur frequently, this situation is very precarious and needs to be replenished as soon as possible.

However, if future domestically produced rice harvests were to be used for this purpose, it would affect the amount of domestically produced rice supplied to the general market, and prices would remain high.

Therefore, if this replenishment is made through emergency imports of rice from the U.S., not only can it be done extremely cheaply, but even if Japan exceeds the minimum access limit and has to pay tariffs, the tariffs will only go into Japan’s national treasury, so the financial burden will be kept to a minimum.

Furthermore, since the rice is being used as a reserve, unless an emergency occurs, it will simply be released outside the general rice market as feed rice after a few years, and will not have any impact on the rice price market.

I think there is no way we can avoid implementing such a measure, which kills six birds with one stone. In fact, if we don’t implement it, we citizens will be filled with anxiety as the risks of super-large earthquakes and droughts due to global warming which become more apparent.

I urge the country to take a proactive approach.

「例の騒動の解！」

世界中に朝が、そして関門にもあさが来ました。 おはようございます。

現在、この国にっぽんの抱える大きな騒動、、、

そう、令和の米騒動。

先日の討論番組を見ていて、その「解」が見えたので書き記しておきます。

日本の生産者と消費者に影響を及ぼすことなく、米価を安定化させ、起こりうる自然災害の備えにもなり、国庫に与える影響も最低化し、さらになんと最大の同盟国の高齢元首も笑顔にする解です。

そんな夢のような方法とは、、、

「政府備蓄米の減少分を補充する目的での、アメリカ米の緊急輸入」です。

番組内では、政府備蓄米が今回の放出により、3月時点の96万トンから8月末には29.5万トンまで減少していることが報じられました。

自然災害が多発する我が国では、この状態は非常におぼつかない状況で、出来るだけ早期に補充する必要があります。

けれども今後収穫される国産米をそれに充てるとなると、一般市場に供給される国産米の物量に影響し、価格は引き続き高止まりします。

そこで、この補充をアメリカからの米の緊急輸入によって行えば、超安価に補充できるだけでなく、仮にミニマムアクセスの超過対象となり関税を払うとしても、その関税は日本の国庫に入るだけなので財政的な負担も最小限で済みます。

さらに用途は備蓄米なので、有事が起きなければ、数年後には飼料米として一般の米市場外に放出すればよいだけで、米価市場に影響を与えることもありません。

こんな一石六鳥な施策、やらない手はないと思います。というかやってもらわないと超巨大地震のリスクや温暖化による干ばつリスクなどが顕在化している現在では私たち国民は不安で仕方ありません。

是非とも国は前向きに取り組んでください。
