Proposal
Good morning to the World and Kanmon!
As of yesterday, April 20, total number of infected people around the world was recorded 2,422,525. We can imagine easily that number goes up to 2.5million today.
We are surprised with the number, because it is more than double of the population of this town, city of Kitakyushu.

As we forecasted in this blog, number in Japan came from behind to beat that of Korea and it is now #23 of the world.
Surprisingly Japan and Korea are same point at the number of death. Anyway that will also come from behind to beat hat of Korea. Now we can no longer think “fire on the other side” from the numerical point of view.
We have been talking about COVID-19 for recent several days. It is because the impact really affect to our business and friendship with our guests. We are the guesthouse who is hosting mainly guests from the world to provide them normal/ordinary life in Japanese local town and comfortable life in the town of strait.
As an owner of such a little guesthouse and one member in inbound tourism industry, I have one strong proposal to Japanese government.
I have often heard that “travel coupon” is on the menu of the government to promote tourism after COVID-19 infection will be over. But it won’t work, I guarantee.
Because “travel coupon” cannot help us recover bad reputation of the world about Japanese poor measure against COVID-19 infection.
Comment of U.S. government clearly describe the reputation.
“The Japanese Government’s decision to not test broadly makes it difficult to accurately assess the COVID-19 prevalence rate,”
This is not only the sense of U.S. and global people, but our sense. Japanese citizen must feel same.
*If we can remember harmful rumor after Fukushima nuclear disaster, we can understand the strength of that reputation. Too smart Japanese politician and officer may (pretend to) be insensible about Fukushima.
My Proposal is ONLY ONE: “To performing infection tests at a level that everyone is satisfied with”
(The item to be distribute to all houses in Japan is not “two cloth masks” but “two set of test kit”.
Of course, perfect infection tests must prevent spread of infection. Also it must be one necessary task force of Olympic preparation. We don’t think that athletes (specially para-athletes) want to visit country of unclear infection risk.

提言
世界中に朝が、そして関門にもあさが来ました。
おはようございます。
昨日４月２０日時点で、全世界の感染者は2,422,525人となり、おそらく本日付で250万人を超える勢いです。
この街、北九州市民が全員で二度感染しても、まだ足りない被害規模に驚かされます。

数日前にここで予測したとおり、日本も感染者数で韓国を抜き、堂々の２３位となりました。
死者数で見るとなんと韓国と同数。おそらく本日の集計が入れば、こちらも韓国を上回るでしょう。実際の通知データから対岸の火事という立場ではありません。
ここ数日、新型コロナウイルス感染について話題にしていますが、それはこの問題が当宿にとって非常に大きな問題だからです。当宿は主に海外からのゲストさんに普段着の日本の生活と地方都市暮らし海峡暮らしの良さを伝えてきた宿だからです。
そんなちいさい宿の宿主として、そしてインバウンド観光業に携わる一員として、日本政府にどうしても実現してほしい施策があります。
感染が終息した後には「旅行クーポン」を発行して観光業の復興をはかる、なぁんてどこかで聞いたような対策を検討しているような話をチラホラ聞きますが、今回についてはそれはまったく意味をなしません。
なぜなら、国際社会が日本のコロナ対策について貼っているレッテルをクーポンでは打ち消すことが出来ないからです。
アメリカ政府のコメントがそのレッテルを的確に示しています。
「幅広く検査をしないという日本政府の決定によって、新型コロナの有病率を正確に把握することが難しくなっている」
この感覚は外国人に限ったことではなく、日本国民も同様に感じることは間違いありません。
＊「原発事故による風評被害」を思い起こせば、レッテルの力の大きさに気付くはずです。福島の事例から、頭の良すぎる日本の政治家や官僚は気が付かない（フリをする）のかもしれません。
● 提言はひとつ：「国の内外を問わず、誰もが納得するレベルの感染検査の実施」です。
（全国配布すべきは「布マスク二枚」ではなく「検査キット」二回分です。）
なにより感染拡大を阻止するために有効でしょうし、オリンピック準備の一環としても政府が有病率を正確に把握しているというアピールはとても重要です。アスリート（特に障害者アスリート）は感染リスクが未知の国への渡航はボイコットするのではと素直に感じます。
