The Country of Fear!
Good morning to the World and Kanmon!
Everyday, a lot of news are broadcasted by mass-media.
We can understand each individual news, but we may wonder if it is good or bad, when we connect several news concerning same topic.
Recently one news that local government of Hokkaido is trying to promote recovery of tourism after the earthquake. The catchphrase the governor said was “We are doing well!”?
They will get tourists back to Hokkaido, she said.

However I remember one news broadcasted just after the earthquake. Tourists from foreign countries could not know where to to, where to escape that time. Even tourist information office was closed in Hokkaido. I imagined how they are worry and how bad their memories of traveling were in Japan.
With such situation, the Nature caused another earthquake just after the announcement of “We are doing well”.
This earthquake may mean “you are NOT doing well.”, “did you decide how you support foreign tourists?”.
Such bad experiences will run through the world immediately by internet nowadays. With the trouble in Kansai, I have heard bad impression of Japan in the case of disaster from our guests. It is true that some foreigners, who have never been to Japan, is thinking Japan as country of natural disasters.
OMOTENASHI (hospitality) is most important in such disaster.
In normal time, local governments and people in tourism industry think and prepare how we will support guests from foreign countries in the case of disaster. I believe such hospitality will save the area in future.

怖い国！
世界中に朝が、そして関門にもあさが来ました。
おはようございます。
毎日垂れ流すようにマスコミが報道するニュース。
一つづつをみるとなるほどと納得しますが、関連するニュースをつなげてみると首をかしげることが少なくありません。
最近、北海道の復興にむけての取り組みが報道されていました。
知事が掲げたキャッチコピーは「元気です北海道」？！
これで離れていった国内外からの観光客を呼び戻すということです。
道も「ふっこう割り」

ただ、ここで思い出すのは地震直後に報じらたニュース。
震災後しばらくの間、外国人観光客が逃げ場・行き場が分からず路頭に迷ったという話でした。頼みの案内所も閉まっていたそうです。誘致されてはるばるやってきたのに、災害時に放っておかれて心細かっただろうと想像します。
こんなことだから、知事の復興宣言後にすぐまた大きな余震が起こるのかもしれません。
この地震は「まだ元気じゃないでしょ。災害時の外国人対応は決まったの？」と言わんとしているかのようです。
災害時に放っておかれた、どうしていいか途方に暮れた、というような悪い経験はインターネットを通じて即時に世界を駆け巡ります。
関空でのトラブルも併せて、ゲスト（過去・現在）から聞く評価は決して良いものではありません。そもそも日本に来たことのない外国人のもつ災害大国のイメージは強く、「怖い」と感じている外国人も少なくありません。
有事にこその「おもてなし」。
平時より各自治体・観光関係者は災害時に外国人にどうサポートするか検討・準備しておくべきでしょう。そうした取り組みや対応こそが、いつか将来「災い転じて福となす」結果を生むのだと信じます。
